They are waiting to receive from BMW China/Brilliance, an official endorsement/license to repair and service BMW vehicles in China, including those purchased from the OEM themselves. Not sure when.

Revenue looks set to grow (probably a risk to watch out for is competing with other luxury car buyers and new EV buyers). Something to keep an eye on.
